Tell us why you would like to serve in a leadership position at the League. In particular, specify goals you would like to accomplish as an officer or board member and indicate how, if attained, they will help to achieve Vision 2030 – the League’s future vision of how cities and towns will operate in 2030.

I would like to continue to serve in a leadership position with the League because I have many years of experience working in city government and have served on the League's Board for one term and would like to continue for another term. I believe there is still a lot of work to do and right now more than ever the League needs experience and stability to help guide cities and towns back to stable conditions. I believe it will be a while before towns will be back to normal, depending on what is considered normal and will need the League to help guide us back. I would like to continue to be a part of that leadership. I would like to continue to work with the League on "finding a home" making the best decision on rebuilding the league's office and making the decision/s that will be beneficial for many years to come. I would like to see the league continuing its effort in serving all of NC to include the smaller cities and towns, in other words to continue to help close the gap on the [2] North Carolinas as described in the 2030 vision plan. I believe the league has made some good strides and would like to see the league continue its minority representation throughout its leadership positions.


Tell us about your experience as a municipal official. You may want to include information on your service on the municipal governing body, other related boards and special areas of interest.

I currently serve as Mayor Pro-Tem for the City of Roanoke Rapids, I have served the citizens of Roanoke Rapids for 32 years starting on committees, ie Economic Development, Solid Waste and then serving on the Planning Board for 10 years, chairing the planning board the last 4 years before being elected to Council with 21 years of service currently. I serve on Halifax County Inter-government Association Board, [HCIA] a board that has a makeup of all the cities and towns in Halifax County; I am currently a member and have served as treasurer for the board. I serve as a member on Halifax Horizon's Board a board that reviews and help makes decisions on economic development, for the county, works with tourism board and other development throughout the county. Have participated and hosted regional roundtable meetings for district 5. Currently serve as treasurer for North Carolina Black Elected Municipal Officials [NCBEMO] an affiliate organization for the League with members throughout the state. Currently serving my first term on the league's board of directors representing district 5. Currently serving on the Finance Committee for the league, have been faithful on attending City Vision Conferences, have in the past been a member and co-chair of the LAC Tax and Finance committee and many other league events and programs.

Tell us about your educational background, professional experience, and/or community or civic activities. 

I attended public schools in Currituck N.C.; hold a bachelor's degree in Business Administration from Elizabeth City State University. Started my career in banking as a regional auditor with Wachovia Bank-Greenville, N.C., a retail buyer with the Penney Company-Raleigh N.C. and currently in health care management with 33 years of service at Vidant North Hospital, formerly Halifax Regional in Roanoke Rapids, N.C., a member hospital of Vidant Medical Center in Greenville. I currently hold the position of Director-Financial Services. Civic and Community- I am a member of the N.C. Health Care Financial Managers Association; A member of First Baptist Church R.R. where I am a member of the men's fellowship ministry, a member of the choir, member of United Men's Fellowship of Churches, [Men's fellowship for all area churches] Former member of many other organizations; too many to name.

I am level headed, a hard worker, have a lot of experience and able to work in any given situation. I would like the league to consider where we are in N.C. now [Pandemic situation; revenue losses] and consider my experience in diversified leadership as a plus for the league board and consider me as the candidate that can help guide cities and towns back to some state of normalcy.
