Position Interested In: District Representative (District 2)
Tell us why you would like to serve in a leadership position at the League. In particular, specify goals you would like to accomplish as an officer or board member and indicate how, if attained, they will help to achieve Vision 2030 – the League’s future vision of how cities and towns will operate in 2030.
I would like to be reappointed to the District 2 Board Seat. If reappointed, I would request to remain a member of the Task Force on the Impact of City Leaders on Racial Equity, this has been one of my highest honors over the past two years. The Task Force results will assist in meeting number 5 in our Five Planning Pillar and number 6 in our Six Operating Principles.
The Vision 2030 should be a living and breathing document. We as a board should review it at least annual, to adapt to change. No one in 2014 would have dreamed of a Interstate 42 being built from Raleigh to Newport. Vision 2030 is very important today
due to future growth along the Highway.
I believe that the the League Board and Staff are doing an outstanding job.
Tell us about your experience as a municipal official. You may want to include information on your service on the municipal governing body, other related boards and special areas of interest.
I have been the Mayor of Newport for almost eight years. While Mayor, Newport has experienced numerous Hurricanes which included Florence. These storms show me how important each town employee is and how dedicated they are to our community.
During my first term we completed a new waste water plant. This completion has resulted in New Home construction, we currently have a new subdivision with over two hundred home scheduled to be built. The real estate market is outstanding in Newport.

My special area of interest is working to find help for people with mental health and Substance Abuse issues. There is not sufficient long term care facilities in eastern North Carolina to send people for help. I also work each year for the Point in time count to locate homeless people in Carteret County and try and help find them Shelter.
Tell us about your educational background, professional experience, and/or community or civic activities.
I attend Carteret Community College for Criminal Justice/BLET and currently working on an Associates degree from Liberty University.
Served 22 years in the United States Coast Guard, retiring as a Chief Warrant Officer, while on active duty, I was Commanding Officer of two Shore Stations and One US Coast Guard Cutter. I attended the US Navy Limited Duty Officer/Chief Warrant Officer Programme, US Coast Guard Leadership and Development Training, Completed the Federal Law Enforcement Training Center Criminal Investigator Program.
Currently works at the Carteret County Sheriffs’ Office as a Major, I am a certified FBI Negotiator, attend Crisis Intervention Training and Crisis Management Intervention Program.
I have been the Mayor of Newport for eight year, I have attended many UNC School of Government Courses and NCLM training.

Mooseheart Volunteers at the Hope Mission, a non-profit that serves Carteret County by providing food, shelter and other needs to people that are homeless, those on the edge or have substance abuse issues
