Tell us why you would like to serve in a leadership position at the League. In particular, specify goals you would like to accomplish as an officer or board member and indicate how, if attained, they will help to achieve Vision 2030 – the League’s future vision of how cities and towns will operate in 2030.

I would like to continue to serve on the NCLM Board of Directors to share my extensive business background and government experiences where best necessitated by the Board. I would continue to strive to represent and support the Cities and Towns in District 1, which is a very diverse area, with our coastal resort Towns and inland industrial / farming Cities and Towns on common issues and challenges. I will continue to serve on the Board in support of Vision 2030, with a focus on greater financial control for our municipalities, strong partnerships with our Counties, other Government Entities and private businesses working together for increased economic success. All of these are in support of and required to achieve success for Vision 2030. The next few years will be very challenging for the Board and the League, especially as we recover from the Corona Vitus Pandemic and move forward to develop our new campus, and I would look forward to continuing to serve on the Board, providing my leadership capabilities and business / governmental experiences to assist in achieving results in these tow key areas and on other critical issues.

Tell us about your experience as a municipal official. You may want to include information on your service on the municipal governing body, other related boards and special areas of interest.

I am now serving in my fifth term as the Mayor of Duck, first elected to that position in 2011, and sixth term on the Duck Town Council, elected in 2009 I served as a member of the Town of Duck Planning Board appointed by the Town Council in early 2009. I have been an active volunteer in the Town of Duck since moving to Duck in 2007. I currently serve on the Dare County Control Group (emergency advisory and decision making) and the am the liaison to the Duck Community and Business Association. I formerly served on the Dare County Shoreline Commission and Government Access Channel Committee. We are a new Town incorporated in 2002 and under my leadership we have accomplished several key projects including the building of our Town Hall and Town Administrative Building, built our one mile sound side boardwalk and piers, installed sidewalks in our Village Commercial District and successfully completed a $15 million dollar beach replenishment project with no financial support from the Federal or State Government. In addition, over the last ten years we have achieved a high level of financial stability.

Tell us about your educational background, professional experience, and/or community or civic activities. 

I earned a MBA degree from the University of Rochester Simon School, a BS degree in Business Administration and AAS degree in Mechanical Engineering, both from the Rochester Institute of Technology. I also completed the Executive Development Program from Harvard University. I am retired. My forty five year business career included twenty two years in senior management positions with Xerox Corporation, five years as a business owner and seven years in Regional management with two firms, Computer Task Group, Inc. and Robert Half International, Inc., both in the information technology systems development and staffing industry. The last eleven years I served as an Officer and Vice President of Kelly Services, Inc. Over my career I have lived in five different States and was active in in the respective business communities and civic organizations.

It has been a privilege to serve on the NCLM Board of Directors for the last two and one half years. The Town of Duck, and myself as Mayor, (and now as a Board Member), have become more involved with the North Carolina League of Municipalities over the past few years. Since we are a new Town incorporated in 2002, by necessity we have been primarily focused on the planning, development and expanded services for our Town, During my tenure as Mayor, in addition to the key projects mentioned previously, we have also focused on the long term, completing our Vision 2022 and our most recent update with our new Vision 2027. As a member of the Town Council for eleven years and the longest serving Mayor (9 years) in our short town history, it is my desire to continue to serve the League, sharing my business and government experiences and maintaining my involvement outside of our Community. We have a good working relationship with our State Legislators and the County and other Town Officials for our area. I would look forward to the opportunity to continue to serve on the League Board of Directors representing District 1.
