Tell us why you would like to serve in a leadership position at the League. In particular, specify goals you would like to accomplish as an officer or board member and indicate how, if attained, they will help to achieve Vision 2030 – the League’s future vision of how cities and towns will operate in 2030.

The NCLM exists to promote quality municipal government in North Carolina. Working in municipal government is all I have done in my 27+ year professional career. I deeply care about municipal issues and want to work with the NCLM Board, staff, legislators and others to protect municipal authority and resources, to stress the importance of municipal government to the daily lives of North Carolina residents, to implement the League's Vision 2030 and to help out in any way possible.

Tell us about your experience as a municipal official. You may want to include information on your service on the municipal governing body, other related boards and special areas of interest.

I have over 27 years experience in municipal government in North Carolina, working in the eastern, central and western parts of the State. I worked from August 1993 to May 1997 as Planning Administrator for the City of Washington, from May 1997 to December 2000 as Town Manager in Carthage and have served as City Manager in Marion since January 2001. My areas of interest involve all facets of municipal government, including economic development, budget and finance, water and sewer, public works, planning and zoning, code enforcement, public safety, human resources and more. I have served on the League Board for the past two years, on the League Finance Committee for the past year, on a League LAC for two terms in the past and on the RAC.

Tell us about your educational background, professional experience, and/or community or civic activities. 

I have a B.A. Degree in Political Science and an MPA, both from the University of North Carolina at Chapel Hill. I have been in ICMA Certified Manager since 2003. I have completed many training courses, most notably the Municipal Administration course at the UNC School of Government, and annually complete well over 40 hours of continuing education to maintain my Certified Manager credential and to keep up with the latest trends and information regarding municipal government. Professional activities including serving on the Isothermal Planning and Development Commission (Region C COG) Board of Directors, as Chair of the Isothermal RPO Technical Coordinating Committee, the McDowell Economic Development Association Board of Directors (ex officio), the Marion Business Association Board of Directors (ex officio), the Municipal Event Center, LLC Board of Directors, the Western Carolina University Local Government Training Program Advisory Board and on various committees of the Isothermal COG and the North Carolina City and County Manager's Association over the years. I am a member of ICMA and the North Carolina City and County Manager's Association. I am active in the Western North Carolina City and County Manager's Association and am a past chair of that organization. I previously served on the Southwest Regional Council of the UNC School of Government.

I have served in numerous civic and community activities over the years. I currently serve on the Mountain Glory Festival Committee, as a member of the Marion Rotary Club, on the McDowell Technical Community College Foundation Board of Directors and the Local Government Federal Credit Union Advisory Board. Past service includes the McDowell Health Coalition Board of Directors and Executive Committee, the Marion Youth Activities (youth sports) Board, serving as President and Secretary of the local Rotary Club, as a Church Deacon (five times in the past), on numerous Church committees, along with numerous other boards and committees in prior communities.

I am honored to be selected by the North Carolina City and County Manager's Association as their nominee to serve a second term representing Western North Carolina on the NCLM Board. I have enjoyed my first term on the NCLM Board and will continue to serve to the best of my ability for a second term.
