Shannon Baxter

Title: Commissioner

Municipality: Town of Zebulon

Position Interested In: At Large - Elected Official

Tell us why you would like to serve in a leadership position at the League. In particular, specify goals you would like to accomplish as an officer or board member and indicate how, if attained, they will help to achieve Vision 2030 – the League’s future vision of how cities and towns will operate in 2030.

It would be an honor to serve in a leadership position with the NCLM, contribute to furthering the League's goals, work towards achieving their Vision 2030 priorities, and advocate for municipal sovereignty. As an elected official in a small but swiftly growing community, I see daily how important municipalities are in contributing to the quality of life for their residents. The backbone of community experience is truly sound governance and municipal governments are best suited to identifying the needs of their population. Through better access to technology, meaningful partnerships at the local, state, and federal levels, municipalities can meet the changing needs of their citizens. As North Carolina continues to grow, we need to consistently work to identify ways to deliver services in a fiscally responsible way and I would appreciate the opportunity to assist the League in developing strategies to deliver success to communities across the state.

Tell us about your experience as a municipal official. You may want to include information on your service on the municipal governing body, other related boards and special areas of interest.

I have served as an elected official since 2019, working on our Town's Planning Board prior to that. I am an alternate on CAMPO and serve on our COG. Through the School of Government, I am an ALC Ambassador and strive to model good governance through responsible leadership.

Tell us about your educational background, professional experience, and/or community or civic activities.

I am a member of our Community Advocacy Committee through the Eastern Regional Center, a founding member of Wake County's Capital Area Food Network, and volunteer to support our local food pantry. As a beekeeper, I do a large amount of community outreach and programming in schools, garden clubs, and beekeeping organizations. As a business owner, I volunteer in our local schools as a member of the Eastern Wake Business Alliance.
